We that the average of anything is ratio of the sum of the quantities to number of quantities.

Here, in the question ,

Quantities = 171 and x

Sum of quantities = ( 171 + x )
Number of quantities = 2 that are 171 and x

Hence,

Average \:  of  \: 171 \:  and  \: x =  \frac{their \: sum}{2}  \\  \\  \\  \boxed{ \bold{Average \:  of \:  171 \:  and \:  x =  \frac{171 + x}{2} }}

Option C is correct.
