disproportionation recation means ...that oxidation and reduction of same species ....

Now in oxidation, oxidation state increase ..while in reduction it is vice versa .

Now consider chlorine ( also gr 17) . chlorine show +1, +3, +5, +7 oxidation state .

the compounds in question are in order to these oxidation state .

now +1 oxiadtion state ...can be oxidised to +3 or can be reduced to 0(cl²) .

also +3,+5 can be reduced and oxidised

but when it comes to ClO4- that is in +7 ... Cl+7 can be reduced to +5 ,+3 or +1 ,0 .....but it can not be further oxidised as above that there is no oxidation that can be shown by chlorine .
