The statement is incorrect. Metals are good conductors of heat and electricity. So , Metal stick should not be used in this case.

(II) One's hand should be dry before handling an electrical appliance.

The given statement is Correct. Because water allows the electricity to flow through it . So , one's hand should bw dry before handling an electrical appliance.

(III) The electrical appliance should be swithched off before cleaning.

The given statement is Correct. To get rid of elctric shock , the electrical appliances can be switched off.

(IV) Rubber being a coundctor , prevents the current flowing through our body.

The given statement is incorrect. Rubber is an insulator( A substance which do not conduct electricity) . Moreover , A coundctor is the substance which allows the flow of electricity through it.
