  • After the end of the Civil War, the Emancipation Proclamation was brought forward by President Lincoln in which he stated that the slaves from the southern states would be declared free and the slave owners of that state would be granted refunds for their lost  “property” if they agreed to join the Union of the United States.
  • But after the slave owners declined the offer, Lincoln made another attempt to make the southern states parts of the Union by stating that the slaves would be declared free in the rebellious states if they did not join the Union again.
  • So, only the slaves out of the Union was free and not the slaves part of the Union. It led to the migration of black people from the southern states to join the Union to save as army in the Union, and it solved the problem of shortage of men in army. But all the leaves were not declared free in the United States after the Emancipation Proclamation.
