Option 1. is wrong because a bill pending in the Lok Sabha does not lapse on its propagation. The bill lapses only on the dissolution of Lok Sabha. Propagation of a bill means termination of a session.
A bill lapses in Lok Sabha when it is originated in the Lok Sabha and is pending in the Lok Sabha. A bill originated and passed by Rajya Sabha but is pending in Lok Sabha and vice versa.
