Meristematic cells are present in actively growing locations like apex occupied by apical meristem; intercalary meristems are present at bases of leaves and internodes usually in monocots and lateral meristem is represented by cambium for the growth of stem in girth. One important characteristic of the rapidly dividing cell is a lack of vacuoles.

Permanent tissues may be simple, made up of a single type of cells (parenchyma, collenchyma and sclerenchyma) or complex, made up of cells of more than one type (xylem and phloem). Parenchyma cells are thin walled and have intercellular spaces. Collenchyma cells have thickening of cellulose and pectin at the corners.
