Constitution of Central Board:

According to Section-3, the Central Board shall consist of the following mem­bers:

(a)A full-time Chairman (to be proposed by the Central Government) with expertise in environmental protection issues, practical experience working in the field, or expertise in leading organisations that deal with similar issues.

(b) A maximum of five representatives chosen by the Central Government.

(c) A maximum of five individuals chosen by the Central Government from the State Board members.

(d) A maximum of three non-officials chosen by the government to represent interests in fishing, agriculture, and trade, among other things.

(e) The government will nominate two individuals to represent the businesses or corporations it owns.

(f) One full-time Member-Secretary with competence and experience in scientific engineering or management aspects of pollution control, to be selected by the Central Government.

(2) Constitution of State Boards:

Under Section-4, of the State Pollution Control Board may be constituted hav­ing the same constitution as the Central Board.

(3) Constitution of Committees:

A board may constitute as many committees as necessary. The members of a committee shall be paid such fees and allowances for attending to any other work of the Board.

(4) Terms and Service Conditions of the Members of the Board:

(a) The Government shall regulate the Member Secretary's and Chairman's terms and conditions of service.

(b) The remaining members will serve three-year terms in office.

(c) A member is qualified for reelection.

(d) Central or State Government may remove a member of the Central or State Board at any time by giving him reasonable notice and opportunity.

(e) The Chairman may resign by addressing his resignation to the government and a member may resign by addressing his resignation to the Chairman.
