Option ''b'' which states: Zhou government officials were elected is not true.
The Zhou period as a whole was a time of dramatic change for ancient China in many aspects like government, war, society, philosophy and etc.
King Wu was the leader of this dynasty, but he died shortly after the victory. His family, the Ji, ruled China for the next few centuries. This dynasty as known as Zhou dynasty.

Option b is wrong.

    Zhou government officials were appointed and were not elected. Their life was quite contrained too.  Zhou dynasty in China was during the period of around 1000 BC to 220 BC.  The government was centralized and hierarchical. The government officials were appointed for three years usually. They were appointed in different places other than their local places.  In Han dynasty the appointment of the government officials was through an examination.
 
So clearly the statement  b. Officials were elected is is not true..

Other options are true that:

   The Zhou had no centralized government.  Positions in the Zhou government were appointed through hereditary method.  Zhou granted territories to family and allies.
