HNO₃ is stronger acid than HNO₂ as in HNO₃, N is present in +5 oxidation state so it is more electron deficient then N in HNO₂ (which is in +3 oxidation state). So the nitrogen in +5 oxidation is more electron deficient than in +3.
So it acts as a better Lewis Acid being more electron deficient.
