General Westmoreland was the commander of american forces during the Vietnam war which began in 1964.

He along with the Joint Chiefs of Staff suggested that the US administration should withdraw all troops from South Vietnam.

As a result US administration withdrew 5,35,000 soldiers from South Vietnam, which was totally out of the control of General Westmoreland and the Joint Chiefs of Staff. The war ended in 1968.
