Reduced substance – Pb

Pb^{2+} + 2^{e–} → Pb

Pb gains electrons or its oxidation number is reduced.

Oxidized substance – C

C loses electrons or its oxidation number is increased.

Since oxygen is being removed and the removed oxygen from Lead is added to the elemental Carbon, lead is getting reduced and carbon dioxide is getting oxidized.
