I think this not easy to prevent someone from using camera if he is capable of reaching to your data or already has accessed to your data. So if data theft wants can use your camera to save photograph in memory card. But obviously, he can't photograph the huge amount of data in there own phone.
Only, if your device is secured enough to get operator's permission first, you can prevent data theft but only if you are infront of the device.

You can prevent the data thief from using your camera by securing your server.
If your server for the device is online you need some fire walls that if breached will shut down your system or at least inform you if someone trys to access it
If your server is not online than you can simply protect the offline server system from which your camera is controlled and this will pretty much help you in safe security system
