creating awareness in society will have a greater impact on the lives of the untouchables
reason-
by creating awareness among the people we can bring a change in their minds about the untouchables. merely making laws Will not improve their thought. they may not follow the laws.
on the other hands first creating awareness and then making laws Will be more affective for the upliftment of the untouchables

If you create laws to protect them ,( like reservation), they can be empowered , but if you create awareness about them , they can be motivated to get out of their backward ways and do something new (like start their own business) , they can be supported by the community to grow and we know that support and motivation by the society is better than mere empowerment , hence creating awareness in the society and at the the same time making laws to nurture them will be the best way to protect them .
