create awareness in society. coz no law can change human mind or societies behavior positively. but if we create awareness and make our society a better place then it will do better things on the lives of untouchable

Making laws to protect them - There are some people who knows them (their problems, their birth mutation or disability etc.) but still they abuse them, make them regret or treat them like a different human, like an inferior race. One of the example is racism etc. It is impossible to save them 100% without any law for them. Because there are people (low minded people) who does not require any reason to treat them bad.

Creating awareness in society - This is the first step to secure their lives,     their right to live. Creating awareness help the children to know that they are equal to us. They can stand with complete us in real world. They are not different from us. If someone tries to do that people can stop that person to do that as it is a wrong thing.
