Z will be more reactive .
As, x has 18 as atomic number, it's electronic configuration will be (2,8,8)
Hence, it becomes a noble gas .
Noble gases are very inert and unreactive in nature .

Element X is of atomic no. 18….. Hence its electronic configuration will be………
As 2,8,8…. Outer most shell is completely filled
Which belongs to the 18th group and is of noble gas group. In which all elements are inert in nature hence does not react at all.
But in case of element Z of atomic no. 16 its electronic configuration is as……..
2,8,6……… 2 electrons are still require to complete its octet..
Hence the Z is more electronegative element (i.e tendency to gain electron) hence will be more reactive than X.
