Under this ordinance a separate bill of rights and the procedure of inclusion in the Northwest territory were clearly drafted for governing this region of the United States.

Things were getting worst and that is when it was decided that a strong step should be taken to overcome slavery and free the people from it.

That is why Northwest Ordinance was passed by the legislation to put an end to such wrong practices.
