which one has more resistance - voltmeter or millivoltmeter and why?

millivoltmeter have less resistance because for a small value of change in voltage it has to show deflection..... means sensitivity is high .... to make high sensitivity with less input voltage more current should pass through PMMC .
And more current can be achieved by using low value of resistor.
