Distilled water always has the highest water potential since it has no solute dissolved in it as well as the pressure on the system is zero.

As we go on adding a solute to water, it's water potential decreases. Solute potential has a negative value and increases in solute will lower down the water potential of the solution.

Hence the highest water potential will be of pure water.
