Explanation:

Sulphuric acid (only concentrated) hygroscopic in nature. Due to this, they can absorb water from any substance without being dissolved in it. Hence concentrated sulphuric acid is a drying agent.

Concentrated sulphuric acid has greater affinity to water. Hence it can remove water molecules from other substance. Thats why it is called dehydrating agent.

Remember dehydrating means completely removing water from a substance whereas drying means removing water from a substance.
