Moment of inertia or rotational inertia,

I = MR² / 2

where, M= mass of disc

R= radius of disc

so diameter changes, radius changes

mass changes, M changes

Distribution of mass changes, the equ.ation changes, that is why different objects have different equations ( for Eg, ring's mass is distributed at its edges so its I= MR² )

it doesn't depend on speed.

the equation is valid even if the speed is zero or very high
