Chlorine is less reactive than fluorine because the outer electrons in chlorine atom are further from the nucleus than the outer electrons in a fluorine atom . It is harder for a chlorine atom to gain an electron than it is for a fluorine atom .

The electron affinity of fluorine is less than chlorine . But florine is more reactive than chlorine due to the following reason .

1) Low dissociation energy of F2 molecule , and high hydration energy of F−  ion.

2) The electronegativity of fluorine is more than that of chlorine .
