The set-up for studying the dependence of the current on the potential difference across a resistor in diagram C is correct.  

Ammeter should be connected in series so that maximum current can flow through it and error in readings can be minimized whereas voltmeter should be connected in parallel because components experience same voltage in parallel. In diagram C, all components are connected as they should be hence, it is the correct set-up.
