from my point of view it is for sure contour buildings as they r the best form of architecture with significant slopes to prevent the gushing sea storms and cut the sharply moving wind

the shelter belt development does not work much because heavy storms can uproot them easily. Terrace cultivation in poor areas is a difficult approach. so it is definitely contour buildings that the govt. should put effort on
