Because there is no personal benefit in living in Siberia, and there never was it. Rulers of Russian Empire and Soviet Union tried to solve it by sending prisoners and funding some projects like Trans-Siberian railroad, Baikal-Amur railroad, extraction of oil, gas, minerals and ores, but truth is that only some southern parts of Siberia is more or less comfortable for living of non-indigenous people. Climate is hell (icy one), and building of infrastructure costs ten times more than in European part. Another important aspect is that, due to culture and habits, Russian cities tend to consist of multi-level buildings instead of cottages, so with population density close to Canadian it looks less inhabited.
