Stem at 100°C will cause more severe burns than water at 100°C as it has latent heat of vaporisation....

Burns caused by steam are more severe and painful. They take a longer time to heal than those by boiling water which releases heat at the rate of 4.2 J/g for every degree fall in temperature. Every gram of steam gives off 2,260 J of heat while it condensed........
