Explanation: The element with electronic configuration 1s2 2s2 2p6 3s1 will have highest second ionization enthalpy. 1s2 2s2 2p6 3s1  loses one electron to form 1s2 2s2 2p6.  It is stable electronic configuration of noble gas Ne. Removal of second electron will require large amount of energy as it will break stable noble gas electronic configuration.

As we know inert gas have zero tendency to lose electrons from their valence shell electrons. And that's why it is also called as stable electronic configuration.
