Because roots donot produce gametes you know.

( Meiosis occurs only when there is a need of gametogenesis, onion roots are not the site for gametogenesis in an onion plant)

( If you are getting confused with the concept of rhizome, please note it's not made up of any haploid cells, they are just like the normal plant cells)
