Parliament of the country frames the laws and Vidhab Sabha passes the laws to be approved by provincial. Bill is introduced in the parliament after framing notification. Bill will be discussed in Lok Sabha after later it will be discussed in Rajya Sabha.

When bill is passed in both houses, bill will be sent to president for final approval. This is how one notification becomes bill and bill becomes laws for the country.
