Which organisation ,Government Organisation/Non-Government Organisation is working more effectively and why

Since we can't blame anybody frankly and deliberly. But Hovernment is not doing and taking his responsibility properly. Morover due to fickle minded and courpted people govt. is not considered as good. On the other hand Ngo are much good and betfer than govt. Some people are there in ngo also but it donot effect ngo much.
