Which out of the distilled water tap water and sea water is best conductor of electricity

It is sea water.

Sea water has a lot of salt. This salt then dissociates, into ions, which make the fluid more conductive.

The ions are what carry electricity in fluids.

Seawater can make those ions quicker than a normal liquid.

Sea water is best conductor of electricity.

  The conductivity of a solution mainly depends upon the number of dissolved ions are present in the solution. The migration of these ions only carried the charge.  

Distilled water is a poor conductor of electricity because it does not contain any dissolved salts in it.  

Tap water is a conductor of electricity because it has some ions namely sodium and potassium ions. Seawater is a good conductor of electricity because it is a rich source of sodium ions. Therefore, sea water is the best conductor of electricity.
