The reflex arc is the path through which the reflex action takes place and hence the only part of the Central Nervous System which takes part in it is the spinal cord.
The reflexes are the immediate responses of our body to an external stimulus, and hence the spinal cord itself interprets the stimulus rather than conveying it to the brain.
