On his resignation from the Congress presidentship, he formed it in 1939 as a radical clan within the framework of the Congress. He announced that the object behind the formation of the new party was 'to rally all radical and anti-imperialist progressive elements in the country on the basis of a minimum programme representing the greatest familiar measure of agreement among radicals of all shades of opinion'.
