Storm water pipes should always be bigger and wider than sewage disposal pipes. During floods the heavy water runoff is called storm water therefore the flow of storm water is much heavier than sewage water flow. Storm water pipes can easily control the flow of heavy water flow while sewage flow might crack or even break under pressure.
