Barring exceptions, the PS where it is registered.
Police Station in the Jurisdiction where the incident occured generally has to investigate the charges alleged in an FIR. Even if the FIR is registered as a Zero FIR in another police station, the FIR is transfered to the Jurisdictional Police station.
In some cases if the case needs more resources - then the FIR will be passed on to the Crime Branch of the City or the Criminal Investigation Department of the State or Higher Investigative agencies like CBI.
