Lord Dalhousie had introduced this policy which stated that a ruler who had no direct heir would have to surrender and give their kingdoms to British. If they did not, then the result was war.

Rani Lakshmi Bai had a adopted son, Damodar Rao. When the king, Gangadhar Rao died, he had no direct heir. So, his wife Lakshmi Bai became the queen. This angered the British and it resulted in war because according to the Doctrine of Lapse, Damodar Rao was not the real son of Gangadhar Rao and the kingdom of Jhansi should have been given to the Britishers.
