Small landholdings, lack of availability of proper facilities in terms of irrigation, dependency on monsoons aggravates its problems,
v. They continue to be employed in the primary sector because of lack of opportunities and also lack of awareness .
vi. Such a scenario , leads to stagnation and wastage of human resources.
