Dry raisins swell up because they undergo Endosmosis. When the raisinis placed in a hypertonic solution i.e.water then the water penetrates through the semipermeable membrane i.e. the skin of the raisin and hence theraisin swells up.

firstly osmosis is responsible for this phenomenon but osmosis have two types exosmosis and endosmosis.
And for this phenomenon
endosmosis is responsible for swelling of raisins in water as the outer concentration of raisins is less than inner side of raisins so in endosmosis molecule moves from lower concentration to higher concentration it moves from outer of the raisins to inner side of raisins which make it swell
