Steam at 100°c will cause more severe burning then water at 100°c because steam has more heat in the form of latent heat vapourisation similarly ice at 0°c will cause more cooling than water at 0°c as the ice will absorb more heat in the form of latent heat of fusion from the surroundings.
And there is one more biological aspect also when steam make contact to our skin it penetrate heavily our skin rather than water.
Which affect our cells more deeply.
