which produces the severe burns boiling water or stream?

It's steam.
As it has already absorbed the latent heat of fusion to become vapour. It has higher amount of heat than hot water

adya1576: when boiling water crosses its boiling point i.e. 100 C then the heat which is being continuously supplied gets converted in the form of latent heat of vapourisation.

steam. because it contains additional heat in the form of latent heat of vapourisation.
