The hygroscopic nature of sulphuric acid is due to the fact that it absorbs water without dissolving in it. This in turn due to the fact that sulphuric acid is has high affinity to water thus making it a dehydrating agent.
All that only concentrated suphuric acid is the one which acts as a dehydrating agent and not dilute sulphuric acid.
