Water has multiple states 

Liquid, gas, and solid. 

Each of these states enable water to modify climate. Water as a liquid absorbs heat slowly but it cools down slowly. Allowing it to warm the earth when the earth is cold and cool the earth when it is hot. 

As a gas, it can condense and turn into rain, thus completing the water cycle in watering the plants, and providing shade to the earth. In this sense, the rain is the water that enables itself to modify climate from dry to wet. 

As a solid, it can freeze and cause temperature to rise, giving a colder version of the climate spectrum on earth. This cooling of the earth modifies the climate as well. 

All properties of water enable climate modification. The liquid state is the most dynamic. It can cool and heat land at the same time.
