Which provision in the constitution helps in the proper governance of the country?

One whole part has been put there in the constitution to ensure governance and that is Directive Principles of State Policies (DPSP) .

While referring to DPSP Supreme Court in Keshwananda Bharti case said-

Our Constitution is not merely a political document rather essentially a social document.

DPSPs are charter for a welfare State. DPSP are general guidelines that should be followed by State while formulating Policies. (Court cannot force State to comply with these provisions i.e they are not enforceable)

DPSP range from Article 36 to 51 and has been kept under part IV. Article 36 defines State for part IV. Art 38 to 51 certain principles which a State should follow for example, equal justice, free legal aid, right to work, education, humane condition for work and maternity relief, uniform civil code, international peace and security, early childhood care, standard of living and nutrition, protection of environment etc.

It is Article 37 which gives recognition to all DPSPs. It says-

The provisions contained in this Part shall not be enforceable by any court, but the principles therein laid down are nevertheless fundamental in the governance of the country and it shall be the duty of the State to apply these principles in making laws.

In nutshell, single provision doesn't ensure rather a bunch of provision ensure better governance.

Note- One might think that if they aren't enforceable then what is their use. There were reasons why they made non enforceable-

Country did not have enough finance to implement them.Huge diversity in India prompted not to enforce uniformity in implementation.

Constitution makers have left enforceability of DPSP on the hands of people. If people think that enough social welfare work is not being taken up by governments then they have all power to demolish a govt in general elections.

The Directive Principles of State Policy (DPSP)

The Directive Principles of State Policy (DPSP) act as a very significant guideline which is given to the governmental institutes for administering the states of India and needed to be kept in command while constructing regulations and policies. These prerequisites, comprised in Part IV (Article 36-51) of the Indian Constitution, are not enforceable by any court, but the postulates laid down inside are deemed as final in the governance of the country which could not be altered.
