Whether a radiation can eject a photo electron or not depends on the material on which the radiation is incident. If we have to choose from one of the options, then it will the one with lowest energy. So it would be (a)Radio waves.

bhalaraneha: visibla light also not eject photoelectrons. is that right?
TPS: if the metal have very low workfunction such that it is less than the energy in visible light, then it can eject.
