• Only having resources won't make you develop. If it has to be so we would have been a developed country. But what actually happens is we  export raw materials to developed country. It is termed as " Resource curse" . It is a paradox that underdeveloped country are rich in minerals. Where there is prosperity;poverty co-exist.  
• Few possible reasons which are responsible for the cause are
• 1. Lack of Education in those tribal areas.
• 2.Since these places are resource rich , geographical areas may not be so easy for people to live or bring modernization as compared to others.
