The recommendation put forward by Muslim League in conference held at Lahore was for the formulation of a scheme of constitution that gave Muslims full independence. This was explained more clearly in the Time & Tide London based weekly by M A Jinnah on 9 March 1940. This resolution was put forward at the first session of the Sindh Provincial Muslim League Conference in October 1938 in Karachi.
