I think the reform is the Doctrine of Lapse and the new cartridges introduced in the army which consisted of Indian sepoys.
1) Doctrine of Lapse was resented because according to it, a kingdom without a heir shall be seized by the British and childless rulers cannot adopt any child
2) The new cartridges were resented by the Indian sepoys as it's grease was made from the fat of cows and pigs and the sepoys had to bite it to remove the covering which leads to insulting the holy animal, the cow.
