The Octet Rule says the sum of all the shared and unshared valence electrons about an atom must total 8 to have a stable species, which translates to 4 covalent bonds. Sorry, it doesn't work for all atoms. Hydrogen follows the Duet Rule. Boron and Aluminum follow the Sextet Rule.

The valence electrons can be counted using a Lewis electron dot diagram as shown at the right for carbon dioxide. The electrons shared by the two atoms in a covalent bond are counted twice, once for each atom.
