The Karachi Session of Congress in 1931, is the right answer.
On March 1931 Mahatma Gandhi and Lord Irwin signed a legislative compromise called the Gandhi-Irwin Pact. Bhagat Singh, Sukhdev and Rajguru had been hung notwithstanding Gandhji's adequate efforts to protect their lives. The Congress legalized the Delhi Pact and reemphasized the aim of Purna Swaraj.
