(a)  

(8 g KOH/L) / (56.1056 g KOH/mol) = 0.14 mol/L = 0.14 N KOH  

(b)  

(6 g NaOH/L) / (39.99715 g NaOH/mol) = 0.15 mo/L = 0.15 N NaOH  

So NaOH has a higher normality than the KOH, but you'll have to look at the number given for H3PO4 which was not shown here to determine whether the final answer is (b) or (c)
