Rural areas are abundant of cows and, so they can surely make Gobar gas at home and use that for electric energy source. They can use ethanol found in sugarcane like plants for source of energy.

On the other hand, solar photoelectric cells are cheap now a days, if government takes up an action to connect every village with solar plant, each house can indigenously make power supply...That will be a great idea!!
